Hebei: Implementing Multiple Policies and Strictly Controlling Energy Consumption
According to statistics, the comprehensive energy consumption of industrial output per 10000 yuan in Hebei Province in the first quarter of this year was 1.02 tons, a decrease of 10.5% compared to the same period last year, achieving an energy-saving standard of 4.35 million tons. This is another breakthrough achieved by the province after reversing the continuous increase in energy consumption per unit of GDP during the "Tenth Five Year Plan" period last year.
On the basis of a series of policy measures such as the "Hebei Province Energy Conservation Regulations" and the "Decision on Strengthening Energy Conservation Work" issued last year, Hebei Province has also held a conference on accelerating the development of circular economy and energy-saving and emission reduction work in the province this year. The provincial government has signed energy-saving and emission reduction target responsibility agreements with 11 municipal governments across the province, and has signed target responsibility agreements with 112 key energy-saving enterprises one by one. Hebei Province stipulates that starting from this year, new projects must undergo energy conservation evaluation and review during the approval and filing process, and strictly control energy consumption. Since June last year, Hebei Province has suspended the filing of coke oven projects, focusing on supporting new dry process cement clinker projects with a daily output of 4000 tons or more. Cement clinker projects with a daily output of less than 2000 tons will no longer be approved.
Utilize the effectiveness of pricing policies. Hebei Province has promoted the implementation of differential electricity prices and formulated the "Implementation Plan for Improving Differential Electricity Price Policies in Hebei Province", further expanding the scope of differential electricity price implementation and increasing the price increase. The plan stipulates that the differential electricity price standard for electricity consumption of eliminated production equipment will be adjusted from the current 0.05 yuan per kilowatt to 0.2 yuan within 3 years, and the differential electricity price for electricity consumption of restricted production equipment will be adjusted from the current 0.02 yuan to 0.05 yuan. There are 77 enterprises implementing differential electricity prices, including 60 in the eliminated category and 17 in the restricted category, with a cumulative increase of 290 million kilowatt hours and an increase of over 11 million yuan.
